If on XP open up the registry editor (start > run > regedit)
Go to hkey_current_user .. software .. microsoft .. windows .. currentversion .. explorer .. hidedesktopicons
now you can either do it on the classic style, the new (blue xp look) style.. or both
for the blue xp style open the folder NewStartPanel (if it's not there, make one).. right click in the right pane and create a new dword value with the CLSID of the recycle bin which is: {645FF040-5081-101B-9F08-00AA002F954E}
then right click the new value and go to modify, set the value to 1
do the same thing if you use the classic style, but in the folder ClassicStartMenu
if you want it that way for every user on the computer just do it in hkey_local_machine

On Vista just right click on it and click delete.
