Where can I get an FTP I can share with all of OT to upload porn and not get the account shut down? I am in the US by the way..

Unfortunately, you aren't going to find many options. The US imposes its copyright law through foreign policy by trying to force other nations and trade organizations to adopt similar laws.
The EU is already pushing forth IP legislation. Member nations of the EU have to accept and enforce EU law or face penalties.
Stay clear of german providers. Your best bet for cheap bandwidth is still the netherlands, but as relaxed as NL has been in the past, be aware that they are subject to EU law.

I'm not a lawyer, I can't answer those questions. In regards to not having your name tied to an account, I doubt that a company like leaseweb.nl would set up an account without some form of credit. You may be able to setup some form of prepaid cash payment under a fake name or business, but if you tell them that or if someone asks questions the account would probably be terminated. There's also the possibility of losing money when mailing overseas.
Then there's also the current value of the US dollar. It's worthless now, and EU businesses won't be as willing to accept it.
